


Tema Free Zone Enclave, March 2026
On 5th March 2026, the President of the Republic of Ghana, H.E. John Dramani Mahama, commissioned the world’s largest calcined clay production facility at the Tema Free Zones Enclave, marking a major milestone in Ghana’s industrialization agenda.
The facility, developed by Continental Blue Investment (CBI) Ghana Ltd., has the capacity to produce over 400,000 tonnes of calcined clay annually, making it the largest industrial-scale flash calciner for clay in the world. The project represents a significant step toward sustainable cement production, as calcined clay can replace a substantial portion of clinker in cement manufacturing, thereby reducing carbon emissions while utilizing locally available raw materials.
In her solidarity message, the Chief Executive Officer of the Ghana Free Zones Authority (GFZA), Dr. Mary Awusi, commended CBI Ghana Ltd. for its commitment to innovation and environmentally sustainable manufacturing within the Free Zones enclave. She noted that the investment positions the Tema Free Zones Enclave at the forefront of sustainable cement production.



Dr. Awusi also revealed that the enclave is currently fully occupied due to increasing investor interest. To meet the rising demand for industrial space, she highlighted the development of a new site at Afienya, which is expected to become Ghana’s first plug-and-play industrial zone, offering ready infrastructure to enable businesses to commence operations swiftly.
The Minister for Trade, Agribusiness and Industry, Hon. Elizabeth Ofosu-Adjare, underscored the significance of the plant to Ghana’s manufacturing and construction sectors. She noted that the facility aligns with government’s strategy of promoting value addition and strengthening domestic industrial capacity through the use of locally available raw materials.
In his keynote address, President Mahama described the commissioning as a landmark achievement for Ghana’s industrial and infrastructure development. He commended CBI Ghana Ltd. for investing in modern technology that promotes sustainable construction and acknowledged the role of the GFZA in facilitating such investments. The President also announced government’s commitment to revitalizing the Tema Free Zone Enclave to reinforce its status as a modern export-oriented industrial hub.



The calcined clay plant is expected to transform Ghana’s cement production value chain. By partially replacing clinker with calcined clay, the technology can reduce the carbon footprint of cement production by up to 40 percent while maintaining quality standards. The project will also promote the use of Ghana’s abundant clay resources, create jobs and strengthen the country’s industrial ecosystem.
The CEO was accompanied by the Deputy CEO for Finance and Administration, Mr. Hamidu Sibiri Musah; Deputy CEO for Operations, Mr. Lateef Apau Wiredu; Director of Corporate Affairs, PR & Aftercare, Dr. Patience Agbleze Acorlor; Director of Administration, Hajia Hanatu Abubakar; Director of the Tema Administrative Office, Mr. Lawrence Osi-Boateng; Head of Estate, Zones and Application Processing, Mr. Benjamin Obeng; and other officers of the Authority.
